The
University welcomes Dr. Marina Bisgono as a new postdoctoral researcher under
the Marie Sklodowska-Curie Individual Fellowships scheme. The MSCA-IF forms a
part of the framework of the European Research and Innovation Program, Horizon
2020, and Dr. Bisgono will be joining the Law School next year to collaborate
on the project “European Vehicle Taxation, VTAX - Project ID: 101024306”. She
will be working under Dr. Marta Villar, recognized expert in environmental
taxation, and part of Marina’s research will take place at the International
Bureau of Fiscal Documentation (IBFD) in Amsterdam.
Dr. Marina Bisogno's research will focus on transport
taxation. According to recent international data and reports, efforts towards
sustainability, climate neutrality and electrification in the EU are being
compromised by a tax model that does not sufficiently consider environmental
elements. Furthermore, vehicle taxes are technically designed in a way that favours
activities and decisions that do not support the transition to new forms of
mobility. The main aim of the project is to work
on revising the current model of land
transport taxation at a structural level by focusing on sustainability and new technological trends where
possible.
As Professor Villar explains: “this project is a
recognition and an opportunity. During the planned collaboration, Marina will
acquire new knowledge and experiences in an international and interdisciplinary
research environment with the CEU San Pablo University conducting a number of associated
projects in the field”. Within this context, and with the help and supervision
of Professor Villar, Marina will have the opportunity to take a qualitative
leap in her career with a view to reaching the necessary maturity and
independence required to allow her to lead her own projects and consolidate a
brilliant academic career.
Marina Bisgono, an Italian national, is a Doctor in
Tax Law with a double degree - in Italy and France - and Doctor Europaeus
mention. Her main line of research is
environmental taxation. and her doctoral
thesis consisted of a comparative study of the use of fiscal measures to
achieve the Sustainable Development Goals (SDGs). She has been a lecturer at
the University of Paris Nanterre (2017/2018) and at the University of Naples
(2018/2019 and 2019/2020) Marina has also been a visiting researcher at several
centres, specifically at International Bureau of Fiscal Documentation,
Université Catholique de Louvain, and at the Universidad del Rosario in Bogotá.
She has published on legal-tax issues and presented papers at specialized
national and international forums (eg, XX Global Conference on Environmental
Taxation, Cyprus). Her research activity
has received awards and research grants including the EEA Conference Grant,
Grant for International Mobility D.M. 976/14.

University Law School to obtain a project funded by the H2020 Framework
Program.
